The Committee coordinates the activities of state bodies in the field of environmental protection, as well as state control over the use of natural resources, protection of land, mineral resources, forests, water and other resources. In the field of climate change, the Committee oversees the activities of the Hydrometeorology Agency. The Committee was consulted during the formulation of the project.

The Committee is a government agency tasked with disaster risk reduction and response. The Committee reviews and analyzes disaster risk assessments in the context of climate change, and has a department responsible for evacuation and resettlement.
