Our Team
The GLOFCA team consists of staff from the UNESCO Regional Office in Almaty and experts from the University of Zurich, the project’s implementing partner.

Dr. Holger Frey
Group Leader, Department of Geography, University of Zurich
Dr. Holger Frey leads climate change adaptation research focused on mountain hazards, including GLOF early warning systems, working across Central Asia, the Andes, and Alps.

Dr. Simon Allen
Senior Research Associate, Universities of Geneva and Zurich
Dr. Simon Allen is a climate risk expert focusing on mountain regions, conducting research and adaptation planning across Central Asia, the Andes, and Tibet.

Dr. Evan Miles
Senior Scientist, Glaciology and Geomorphodynamics, University of Zurich
A senior glaciologist with over a decade of experience researching glacier-climate interactions, glacial lakes, and high mountain hazards. He currently works at the University of Zurich and the University of Fribourg, where he focuses on glacier surface mass balance, remote sensing, and cryosphere dynamics in Asia. As scientific coordinator of the Swiss Polar Institute’s PAMIR programme, he leads fieldwork across the Pamirs, including high-altitude ice core collection. He also supports early warning system implementation in Tajikistan under the GLOFCA project with UNESCO.

Zhanar Raimbekova
Project Scientist, University of Zurich
Zhanar Raimbekova is a project scientist specializing in disaster risk management and climate change adaptation in high mountain areas, with over 12 years of experience working on regional and international projects.

Laura Niggli
Project Scientist, University of Zurich
Laura Niggli is a project scientist specializing in climate change adaptation and natural hazards in high mountain regions, with experience in the Andes and Switzerland.

Mukhiddin Juliev
Head of the Laboratory
Mukhiddin Juliev leads a research laboratory specializing in remote sensing, GIS, and natural resource management, with expertise in spatial analysis and natural hazards.
