Ministry carries out functions in the field of civil protection related to Disaster Management and Emergency Response against natural and man-made emergencies,the provision of emergency medical and psychological assistance to the population, fire safety and civil defense organization of the Republic of Kazakhstan. The Ministry is tasked with formation and implementation of state policy in the field of civil protection, as well as the implementation of intersectoral coordination in this area. The Ministry was consulted on the development of the project.

Kazselzashchita is a state agency under the Committee for Emergency Situations with its regional departments. The agency focuses on disaster prevention and response for mudslides, avalanches, and landslides. It carries out preventive engineering measures and maintains and repairs public works designed to prevent natural disasters, including a focus on moraine and glacier lakes. The agency has been consulted and has contributed to the formulation of the project.

Participation in the organization and conduct in the Republic of Kazakhstan of measures to prevent mudflows, avalanches, landslides and eliminate their consequences, ensuring the functioning of the relevant monitoring and warning services.

The Institute conducts several lines of research that are directly relevant to the project. The Institute also houses a Department of Glaciology, which conducts year-round monitoring and research at three remote stations in the Northern Tien Shen mountain range. esearch focuses on snow- ice and water resources in a changing climate. The Institute has been consulted and has contributed to the formulation of the project
